Yeah, it's true, something i experience too, a lot of roller coaster feeling when you tried to be fluent.

It was so fun at the moment you know you wanted some other skill of learning language, I challenge myself from learning a German, starting 2015....i written a lot of words containing German, at first i was so stressed that i only know words and i couldn't even make a sentences of speaking to it. Maybe i have to work hard for it, trying everything i could, watching Easy Langauge Youtube channels, starting studying their alphabet, including not so my favorite umlauts.
But German language made me loved their culture, including films, actors and especially places that i loved, i mostly adored, Berlin, Cologne, Bochum, Essen and many places. Because of this, i never expected i improve my German mostly from written, I was keep watching German with Jenny's videos and she's very essential as teaching German, i love her advice about repetition and it's true, I also literally repeating her videos to re watch again, to learn some German grammar that i mostly confused with, you know it, something with Der, Das and Die.

Thanks with the help of this dictionary that i ever bought my first German dictionary though, super essential and i love that this is not kinda boring to read, as of i'm not a total reader, but for me to learn a language i have to read a dictionary. I read this everyday when i have free time, also with the help of watching videos, i learn everyday and that's what i needed, My main tip was to learn everyday with the language and do it with fun, it's not very stressful to learn a new language.
My own tip for learning a language like what i did, main advice is repetition just like what German with Jenny said (Now called Linguoni) then watch their movies, so you will learn their every speaking and their accents, that helps me. You can also practice with it on making subtitles and a little effective to me, although sometimes i rely on some Google translate, i know not very accurate translator but a little helpful, read a dictionary and watch video tutorials so you can improve grammar and such.
"So learning a language for you is taking a lot of time, huh? some might asks.
Yep kinda, but i never give up on that and i keep go on, i tried practice speaking by myself pronouncing German words and kinda effective either, i admit it's a long time for me to learn a language but it's fun though.
What other language do you know?
So to let you know, I also know some basic language skills like Spanish, i could try to focus learning on Spanish, since for me (on my side) easy to learn, especially when your native Filipino speaker, so yes i am. Filipino is my main native language, Italian is something i was interested somehow, still on the way of learning it and also Dutch, as i was aware Dutch has similar with German grammar and i could learn it soon.
